Whenever an employee under the Federal Department of Transportation (DOT) tests positive, refuses to test, or provides an adulterated sample, they are removed from their job and required to go through the Return to Duty Process. Part of this process is obtaining an alcohol and drug evaluation performed by a Substance Abuse Professional (SAP).

There are only a handful of S.A.P.’s in the Twin Cities metro area and many of them are expensive and difficult to get in to see. At Innovative Psychological Consultants, Dr. Chris Anderson, Psy.D., LP is a Qualified S.A.P. that can perform evaluations in accordance with 49 CFR Part 40 of the Department of Transportation.

Yes, Dr. Chris Anderson, Psy.D, LP, SAP has been a DOT SAP evaluator for nearly 15 years.

Yes, once the driver has designated Dr. Anderson as their SAP evaluator, he is able to check boxes in the clearinghouse as workers go through each step of the return to duty process for all those steps involving the SAP evaluation. The employer must check the clearinghouse box for the return to duty drug or alcohol test.

Workers who tested positive, or refused to test, must do three steps: get an SAP evaluation, complete all recommendations of the SAP evaluator, and produce a negative drug or alcohol test result.

The SAP evaluation is a thorough chemical dependency evaluation that involves getting a complete drug and alcohol history, completing an objective test, and providing collateral contacts that can speak to your chemical use history.

Every individual is different, but most of it depends on how quickly a worker is able to provide all the necessary information to the SAP evaluator and complete recommendations. People working quickly and efficiently are able to do this in 1-3 days, although some people take 1-3 weeks to complete the process. This is often also determined by the level and type of recommendations needed to be completed.
